Grants & Funding · April 13, 2026
At its April 13 meeting, Council voted to redirect $89,173 in FY2025 Community Development Block Grant (CDBG) funds to the drainage project on Lincoln Avenue between 21st and 23rd Streets, and to break the work into two phases. Preliminary costs came back at about $510,000 — far above what had been anticipated — so the sidewalk work will be done this year as Phase 1, while street resurfacing waits until 2027 and will be paid for with state Liquid Fuels money. Combined with FY2024 CDBG funds reallocated earlier ($89,699), a total of $178,872 now goes toward Phase 1, which is expected to help 12 residential homes along that stretch.

CDBG is a federal program, administered in Pennsylvania through the state, that funds local improvements benefiting low- and moderate-income neighborhoods; reallocating already-awarded funds lets the Borough put the money where it is most needed without seeking a new grant.
On record: the reallocation is part of the April 13, 2026 public meeting record, available at the Borough Office, 1100 Logan Avenue. Learn more about HUD’s Community Development Block Grant program and Pennsylvania DCED’s CDBG program.
