At its May 11, 2026 meeting, Council awarded the Northwood water main project to Diehl Contracting, LLC for $875,422. The award followed a competitive bid process: bids were opened on May 6, and the Borough’s consulting engineer, Rettew, reviewed the results and recommended Diehl Contracting as the responsible low bidder. The contract amount covers the base project plus additional water main replacement along Meade Street.
Adopted unanimously
In favor: all members present — Robert Dollar, Sarah Hunter, Debbie Kann, Ken Patterson, Bridgette Gill, William Wiser, Mayor John Harlow. Absent: Tammy Wills.
The project replaces aging water main in the Northwood area, with the additional Meade Street work folded into the same contract. Water mains are the underground pipes that carry treated water from the Borough’s system to homes and businesses; as they age, they become more prone to breaks and leaks. Replacing a section before it fails reduces emergency repairs, water loss, and service interruptions for the customers it serves.
Council also approved a $26,000 addendum with Rettew for construction-administration services on the project. The original engineering agreement ran through the bidding phase; the addendum covers the engineer’s oversight while the work is built — reviewing the contractor’s work, payment applications, and project close-out.
The vote authorizes the work and the engineering oversight to carry it out; it does not, by itself, change water rates. You can read more about the Borough’s water system on the Water Department page.
