Adopted by Borough Council · October 9, 2023
At its October 9, 2023 meeting, Borough Council adopted Resolution No. 2023-07, authorizing the Borough to file a grant application under the state’s Local Share Account program. The resolution is the formal authorization the program requires before a municipality can submit a request — a governing-body vote on the record that commits the Borough to apply and stand behind the application.
Adopted unanimously
In favor: all members present — Robert Dollar, David Snyder, Sarah Hunter, Ken Patterson, William Wiser.
The Local Share Account is one of the grant programs funded by Pennsylvania’s casino gaming revenue and administered through the Commonwealth Financing Authority. A share of the taxes paid by the state’s licensed casinos is set aside and returned to communities in the form of competitive grants for public projects — typically capital improvements, infrastructure, equipment, and economic-development work. For a borough the size of Tyrone, programs like this are a way to fund larger projects without leaning entirely on local property taxes or utility rates.
Applications are reviewed and awarded by the Commonwealth Financing Authority, with the PA Department of Community & Economic Development handling the administration. A municipality cannot simply ask for the money; it has to apply, and the application has to be authorized by the governing body. That authorization is exactly what this resolution provides.
Adopting the resolution does not by itself bring any money to Tyrone. It clears the Borough to submit its application; the request then competes for funding through the state’s review. If an award follows, the terms and the use of the funds would come back before Council and into the public record.
