CDBG is a long-running federal program that channels money to communities for projects that benefit lower-income residents and neighborhoods — work such as street, water and sewer improvements, accessibility upgrades, and housing rehabilitation. The funds originate with HUD’s Community Development Block Grant program and are administered for smaller communities through Pennsylvania DCED’s CDBG program. Adopting the resolution is a standard but required step: the application cannot move forward without Council’s authorization.
