Adopted by Borough Council · January 9, 2023
At its January 9, 2023 meeting, Borough Council adopted Resolution No. 2023-02, approving a budget modification for the Borough’s FY2020 Community Development Block Grant (CDBG). A budget modification reallocates how previously awarded grant dollars are assigned, allowing the Borough to adjust line items as project needs, costs, and timelines come into focus without seeking an entirely new award.

The Community Development Block Grant program is a long-running federal funding stream administered by the U.S. Department of Housing and Urban Development. It gives communities flexible dollars for activities that principally benefit lower- and moderate-income residents — work such as housing rehabilitation, public infrastructure improvements, and community facilities. In Pennsylvania, smaller municipalities like Tyrone receive their CDBG allocations through the state, with the program administered by the Pennsylvania Department of Community & Economic Development.
The minutes are not fully consistent about which grant this modification touches. The agenda heading refers to the Borough’s FY2020 CDBG-CV funds — the special coronavirus-response tranche Congress authorized through the CARES Act — while the text of the resolution itself refers to the FY2020 CDBG program. The two are related but distinct pots of money. Residents who want the precise scope of the change can review the adopted resolution at the Borough Office.
