Adopted by Borough Council · December 8, 2025
The Borough is putting its 2024 federal block-grant money toward a longstanding drainage problem on Lincoln Avenue. At its December 8, 2025 meeting, Council approved Resolution No. 2025-12, a budget modification that reallocates the Borough’s 2024 Community Development Block Grant (CDBG) funds to build new sidewalks along Lincoln Avenue between 2107 and 2217 — a stretch where stormwater has long troubled roughly 12 nearby homes.

CDBG is a U.S. Department of Housing and Urban Development program, administered in Pennsylvania through the Department of Community & Economic Development, that gives local governments flexible funding for projects benefiting low- and moderate-income neighborhoods. Because the dollars are awarded by year and budgeted to specific uses, moving them to a new purpose requires a formal budget modification — which is what this resolution authorizes.
The reallocated funds will go toward constructing new sidewalks along the 2107–2217 block of Lincoln Avenue. Properly graded sidewalks and curbing do more than give pedestrians a place to walk; they channel runoff to where it belongs and keep it off adjacent properties, which is the heart of the fix for the drainage issues that have affected about a dozen homes in the area.
Once the sidewalk and drainage work is done, the Borough intends to repave that portion of Lincoln Avenue using its Liquid Fuels allocation — the annual share of state gas-tax revenue that PennDOT distributes to municipalities specifically for roadway maintenance and construction. Pairing the two funding sources lets the Borough address the drainage problem and restore the street surface without drawing on the general budget.
The measure carried.
