Adopted by Borough Council · November 14, 2022
Money the Borough had set aside for a library upgrade and a blight demolition will instead help Tyrone homeowners repair their houses. On November 14, 2022, Council adopted Resolution No. 2022-10, formally moving $36,886 in unspent Community Development Block Grant funds into the Borough’s Owner-Occupied Housing Rehabilitation program.
Adopted unanimously
In favor: all members present — David Snyder, Ken Patterson, Sarah Hunter, Robert Dollar, Charles Mills, Rob Poust. Absent: William Wiser.
The resolution covers two separate grant years. From the FY2020 allocation, $10,000 originally budgeted for automated doors at the Tyrone-Snyder public library was returned to housing rehab. From the FY2021 allocation, $26,886 originally budgeted for the demolition of blighted properties at 822-824 Washington Avenue was likewise reassigned. The change was advertised in advance, and Grant Coordinator Trina Illig presented the activity during public comment before Solicitor Stants introduced the resolution.
The Community Development Block Grant is a federal program run by the U.S. Department of Housing and Urban Development and administered in the Commonwealth through Pennsylvania’s Department of Community & Economic Development. CDBG dollars are tied to specific activities when a grant is first budgeted, so when a project is completed for less than expected, dropped, or otherwise no longer needs its full allocation, the leftover funds cannot simply be spent elsewhere. Reassigning them to a different eligible activity — here, housing rehabilitation — requires a formal budget modification, public notice, and a Council vote. Each of those budget years remains separate, which is why the resolution lists the FY2020 and FY2021 amounts individually.
Owner-Occupied Housing Rehabilitation uses CDBG funds to help income-qualified residents make needed repairs to the homes they live in. By steering this $36,886 back into that program, Council added to the pool available for those projects rather than letting the money lapse. Homeowners interested in the program can contact the housing rehabilitation office at the Borough.
