Adopted by Borough Council · October 13, 2025
Borough Council has formally accepted the resignation of member Rob Poust, adopting Resolution No. 2025-05 on October 13, 2025. The resolution acknowledges Mr. Poust’s departure and declares his seat on Council vacant, the procedural step that starts the clock on filling the opening.
Adopted unanimously
In favor: all members present — Robert Dollar, Ken Patterson, David Snyder, Sarah Hunter, Tammy Wills, William Wiser.
Council thanked Mr. Poust for his service. With the seat now declared empty, the seven-member body is temporarily down to six elected members until a replacement is seated.
Tyrone is a Home Rule borough, which means the rules for replacing a departing official are set by the Borough’s own Home Rule Charter, Article III (Council) rather than by the general state borough code. Under the typical Home Rule process, the remaining members of Council appoint a qualified resident to serve the unexpired portion of the term, rather than calling a special election. The appointee must meet the same eligibility requirements as any Council member — chiefly, being a registered voter who lives in the Borough.
An appointment of this kind is made at a public meeting, and residents interested in being considered can express that interest to the Borough. The person chosen serves until the seat next appears on the ballot, at which point voters decide who fills out the remainder of the term.
Accepting a resignation by resolution may look like a formality, but it matters: the official act of declaring the vacancy is what gives Council the authority to begin the appointment process and keeps the public record clear about who holds the seven seats. Adopting Resolution No. 2025-05 puts that declaration on the record.
Council’s makeup and the schedule for any appointment are posted with the Borough’s meeting materials. Residents can follow the process — and find out how to put their name forward — through the Borough Council page.
