Borough Council is Tyrone’s elected legislative body — seven members plus the Mayor, who serves as President of Council. Borough Council is made up of seven elected members plus the Mayor, who serves as President of Council. Council elects one of its own members as Vice President. Every member is glad to hear from residents — reach any of them by email below.

Together with the Vice President, these six members hold Council’s seven elected seats — each chosen at-large by Borough voters for a staggered four-year term.

Every member of Council welcomes the Tyrone community to its meetings. Council meets in regular session on the second Monday of each month — open to the public, with time set aside for residents to be heard.

Live Streaming Is on the Way
We’re working to live stream — and record — Council meetings so residents can watch from home, with a hopeful launch in 2027, and sooner if we can. Until then, agendas and approved minutes for every meeting are posted online.
How Council Works, per the Charter
Tyrone is a Home Rule Charter community — the Borough wrote its own rulebook for how Council is built and how it must do business. Here is the short version; every point is set out in the Tyrone Home Rule Charter (opens in a new tab).
Who Serves
Seven members plus the Mayor, all elected at-large to staggered four-year terms. The Mayor serves as President of Council; Council elects a Vice President from its members. (Charter, Art. III & IV)
How It Acts
A quorum of five members must be present to do business, and a measure passes on a majority of those present. Final votes on local laws are taken by recorded roll call. (Art. IV & V)
Ordinances vs. Resolutions
Ordinances are local laws — required to levy taxes, set utility rates, adopt the budget, or create a department. Resolutions and motions handle routine business. (Art. V)
Made in the Open
Meetings are public and agendas available beforehand; significant ordinances are advertised in the newspaper before adoption, and minutes are public record. (Art. IV & V)
Adopts the Budget & Sets Taxes
Council approves the Borough’s annual budget and sets local tax rates each year — both adopted by ordinance. (Art. V & XIV)
Appoints & Oversees
Council hires one administrator — the Borough Manager, who runs day-to-day operations and hires the Borough’s staff — and confirms the Mayor’s appointments to Borough boards and authorities. (Charter, Art. VIII & § C-43)
