Heating, Electrical & Plumbing
Safe, adequate heating systems and electrical and plumbing brought up to code.
Income-eligible Tyrone homeowners can get help making essential repairs — a heating system, a roof, safe wiring — to keep their home safe, decent, and affordable. The assistance comes as a forgivable grant through the Blair County Housing Rehabilitation Program.
The Blair County Housing Rehabilitation Program provides financial and technical assistance to lower-income and elderly homeowners for essential repairs and necessary improvements. It helps preserve homeownership — giving homeowners with limited resources a way to complete needed work without risking the home to unmanageable debt. The program is funded by the U.S. Department of Housing & Urban Development (HUD) through the CDBG and HOME programs, administered by the Blair County Department of Social Services and the PA Department of Community & Economic Development. Tyrone is one of the eligible municipalities.
Assistance is a 100% forgivable loan. It is forgiven a little each month over five years; if you keep living in the home for that period, nothing is paid back. (Forgiveness ends only if the home is sold, transferred, or no longer your residence.)
The program focuses on health, safety, and code — the repairs that keep a home livable.
Safe, adequate heating systems and electrical and plumbing brought up to code.
Replacing failing roofs, gutters, doors, and windows to keep weather out.
Correcting structural problems that make a home unsafe.
Safe drinking water and working sanitation (sewage) systems.
Modifications so residents with disabilities can live safely at home.
Improvements that make the home more efficient and lower to operate — plus any condition that poses an imminent hazard to occupants.
A County Housing Rehabilitation Specialist helps determine what repairs are needed, prepares the construction documents, inspects the work, and authorizes payments to the contractor as the job progresses.
Homes are tested for radon and lead-based paint where required, and private water and sewer systems are checked for malfunctions. If hazards are found, they are addressed as part of the project.
The grant is forgiven by one-sixtieth each month. After five years in the home, it is fully forgiven with no repayment.
