The Borough Manager & Administration Office

When you call the Borough with a question about your utility bill, request a public record, or need to know which office handles a problem, you are reaching the Administration office — the hub that keeps Tyrone running between Council meetings. At the center of it is the Borough Manager. This article explains what the Manager does, what the Administration office handles, and who works there.

What the Borough Manager Is

The Borough Manager is Tyrone’s chief administrative officer, appointed by Council to run the Borough’s day-to-day operations (Home Rule Charter, Article VIII, § C-55). The Manager is a professional administrator answerable to Council as a whole — not an elected politician — which is what keeps Borough services consistent from one election to the next.

The Charter gives the Manager broad, specific responsibilities (§ C-58). The Manager:

  • supervises every Borough department and is responsible for their performance;
  • prepares the annual budget and then administers it after Council adopts it;
  • serves as the purchasing officer and oversees Borough contracts;
  • collects and deposits the taxes, fees, and charges the Borough is owed;
  • keeps the Borough’s official records, ordinances, and the corporate seal (the duties of Borough Secretary);
  • prepares the Council agenda and attends every meeting (without a vote); and
  • administers and enforces all Borough laws and ordinances.

The same duties are mirrored in the Administrative Code (Chapter 3, § 3-18).

The Department of Administration

The Manager leads the Department of Administration, which performs the Borough’s “staff functions” — the behind-the-scenes work that supports every other department (Chapter 3, § 3-26 through 3-28). In practice, this is the office that handles:

  • utility billing and payments (water and sewer);
  • Borough financial management — accounting, payroll, budgeting, and grants;
  • official records, meeting minutes, and Right-to-Know (public records) requests;
  • human resources and contract bidding; and
  • general resident questions and referrals to the right department.

As of January 2026, utility bill payments are handled at the Main Office in the Municipal Building (you can also pay online).

The Borough’s Other Professional Officers

Two appointed professionals round out the administration. The Borough Solicitor is the Borough’s lawyer — advising Council and staff, preparing ordinances and contracts, and representing the Borough in legal matters (Charter, Article IX). The Borough Engineer, a licensed professional engineer, advises on construction, streets, and infrastructure projects (Charter, Article X).
