Adopted by Borough Council · June 10, 2024
The Borough has signed off on a new partner for the multi-municipal body that oversees building-code enforcement across this part of Blair County. On June 10, 2024, Council adopted Resolution No. 2024-02, formally consenting to Frankstown Township joining the Blair Region Code Administration Committee.
Adopted unanimously
In favor: all members present — Robert Dollar, Ken Patterson, David Snyder, Sarah Hunter, Tammy Wills. Absent: William Wise, Rob Poust, Mayor Latchford.
The committee is a shared arrangement among neighboring municipalities. Rather than each town hiring and managing its own building-code office, members pool the work — inspections, permit review, and enforcement of the construction and property-maintenance standards that the Commonwealth requires local governments to administer. Because the committee operates by agreement among its members, adding a new municipality calls for the consent of the existing partners. Tyrone’s resolution provides the Borough’s share of that consent.
Code administration is technical, ongoing work: reviewing plans, issuing permits, scheduling certified inspectors, and following up on violations. For a single borough or township, keeping qualified, certified staff on hand for that work can be costly and hard to sustain. By combining their efforts, member communities spread those costs and share access to trained inspectors and consistent enforcement practices. Bringing Frankstown Township into the fold extends that shared base across one more municipality in the region.
For Tyrone property owners, the day-to-day building-permit and inspection process does not change. Adding a member to the committee does not alter Tyrone’s own ordinances or the way the Borough handles permits and code complaints locally. The vote simply welcomes another community into the cooperative that several area municipalities already rely on. Residents with questions about permits, inspections, or property-maintenance issues here in Tyrone can continue to work through the Borough’s Code Enforcement office.
